TikTok has no font selector. Every account with unusual lettering does the same thing: generate Unicode characters elsewhere, then paste. Type above, hit Copy, then paste into Profile β Edit profile β Bio.

The wide style (ο½ ο½ ο½) comes from full-width characters designed for Asian scripts, where every sign fills a square cell. On TikTok it is mostly used for the vaporwave look. Careful though: it doubles the width of your text and can overflow a short bio.
