The rule other converters ignore
Title Case does not capitalise every word. Articles, conjunctions and short prepositions (a, an, the, of, and, in, on, to…) stay lowercase, except in first or last position. That is what separates The Lord of the Rings from the incorrect The Lord Of The Rings. Our converter applies the rule.
Which style guide?
Guides disagree on the details — AP capitalises prepositions of four letters or more, Chicago keeps most of them lowercase. Our list follows the common core they all agree on, which is safe for headlines, articles and page titles.
